Abstract: The essay deals with a special form of policy, prevailing in the EU, which could be named as “upside down” policy because the causes and consequences are being confused or, literally, turned upside down. The essay is examining policy of this form as exemplified today especially by policy oriented toward the immigrants from Syria. Instead of causes, summits of EU and their solutions deal with consequences only. The outcome of such policy is that the so-cial world is not getting better, but is getting worse. At the end of the essay we try to point out some sources of “upside down” poli-cy and its possible results – one of which can be, that the democra-tic society will be reversed upside down to the undemocratic one.​
